The Holocaust was presumably an inspiration, but I don’t think it’s exclusively what DS9 wanted to discuss. Pick other countries and they’ll also have shameful things in their past. Like, sure, the Cardassian justice system sounds bad, but it’s not like the US system doesn’t have its own issues. Yet someone in another country could probably highlight all the negative things the US has done and make it sound pretty wantonly heinous. This is like someone working for the CIA during the Trump administration who thinks Trump is an idiot but still believes the US is the best (or least worst) option for world hegemony, because they still have faith in the institutions and the people. Garak would probably also argue that despite the Central Command’s failings that Cardassian society should be reformed rather than exterminated. DS9 generally suggests that the Cardassian occupation forced a secularization of Bajoran society and brought them into the galactic consciousness and left them with some degree of tech significantly superior to their own (they don’t even have replicators iirc).

Garak would probably argue that the Cardassian occupation of Bajor was intended to be mutually beneficial, that the Bajorans were given more leeway than Cardassians are on Cardassia, but they continued to resist until competent leadership gave up in frustration and an incompetent egotistical Dukat got handed the position. Garak knows Cardassian culture and art and history, billions of people live their lives in the Cardassian Union and raise families and children there. Our perspective on DS9 is generally from the POV of the Bajorans or heavily sympathetic POV from Starfleet which fought a war with the Cardassians not too long ago.
